He can react at above average speeds, but he’s always relied on over powering his opponent, so this wasn’t so trained.

Hasshoken  
This fighting style allows the user to control vibrations around their limbs to generate shock waves.  (Straight from wiki)  Maxwell often names his techniques by a letter, representing something about them that’s different from others, two letters meaning more advanced, three, more advanced than that.  However, his skills didn't come easily, it is only just recently he's managed to reach levels like these, as he'd head to refine them for more than twenty years.  Filling in the gaps his training left.

Vibration; S
His most notices power, basically he produces shock waves around his body to push himself at very high speeds.  This can be used at any point he can effectively use his limbs, meaning he can swim and fly at vary high speeds as well.

Vibration; A
He focuses his arms and hands, increasing their striking force greatly and even giving them the ability to create large craters upon contact with something.

Vibration; L
He focuses his vibrations around his legs, often resulting in attacks with more pushing force.  Meaning that while an arm will do damage, a legs strike will do that damage and send you flying to boot.

Vibration; SA or SL
Basically, they are both the same, though SL has more pushing force, he uses speed and strength granted to him from the technique to attempt to slam a knew an elbow right into the opponent.  Essentially, he just moves at extreme speeds towards the opponent and hits them with all he’s got.

Vibration; AL
His bone cruncher!  He basically takes his elbow and knee, both being vibration empowered, and attempts to crush a target with the two shock waves.  Not much too it, but he force it uses is enough to shatter powerful defenses and destroy bodies.

Vibration; LAS
Currently, his best technique, basically he spreads out his arms, and using massively powerful vibrations to spin faster than the human eye can track, attempts to send an out stretched limp into the opponent.  This has force enough to shatter some of the strongest defenses he’s ever encountered, and is fast enough to hit almost all of them.  Though, it requires he manage to be able to pull it off.

Peek human training
Do to all his years training he’s become so much stronger, faster, enduring, and even durable than other humans it’s not even funny.  Though many other marines are close, match, or surpass him he’s spent long in the core training his body to know there isn’t much out there quite in the same state that he is.

(Advanced) Haki; Busoshoku
A haki that covers the body in an durable black substance.  Do to his iron will he can use this technique to an extreme degree, going so far as to be able to cover his entire in it.  Hell, it’s even a lot stronger than normal as well.

Lover of the sea
He has been stated before to be a lover of the sea.  Turning down devil fruit and going so far as declare his only true love was the sea and her gifts.  To this end, he seems to always be lucky when it comes to water, and always seems to be able to find it.

Powerful lungs
Thanks to his many years of swimming and diving, he can hold his breath for extreme amounts of times, even under heavy stress.

Long living
He he’ll live far larger than that average human, do to nothing but his well kept body he’s even staved back the full effect of his age, making himself look at least ten years younger than he is.

He's about 7'2 feet tall.

He tends to like to train others, having an obsession with finding someone to replace him some day.  Though, he’s calmed down lately.

He’s relatively new to his rank, meaning, other rear generals tend to have more of a commanding position than him.

H I S T O R Y [not required for returning characters]

In some area of the long forgotten east, blue there used to exist a family.  It wasn’t a large family, a rich family, or even well known.  However, it was a loving family, and upon this generation, it was a young boy…  One named Maxwell Liyous Argrun, getting his name from his father, and his middle from his grand father, his last however…  For the sake of simplifying how that came about for now, we will just say some how along the way it was changed, though that is too be learned and he…  He found his life to be far different then his family before him.

You see, as a family they’d always worked on farms, always.  They’d never once touched the ocean, not for almost six generations, and they were happy.  However, Maxwell could only live this way for so long, since their island, though large as it was, it only held so much for him to explore without him eventually find it and when he did…  He loved it, he hadn’t seen such a big expanse of water in his life, he was so excited his eight year old mind couldn’t bare to wait and he leapt towards it.  Cut to a few hours later and he found himself rescued from drowning, but details were details, and he never forgot that feeling.

 So he lived to be sixteen, his life just like any other Argrunian.  A farmer, a caretaker, even found a woman he thought about marrying, but days before the proposal he was found and talked too…  By a pirate, one that convinced him to not ‘throw away his freedom’, but to join him on the high seas.  So Maxwell did, not even saying good-bye to his family or love ones he hoped on the ship an sailed off.  Only to find himself in trouble already, everyone but that captain on that ship, wanted to kill him.  Not out of spite, but rather it was a test, if he couldn’t live through the crew’s attacks then how could he help them?  So, for the next six years he went through hell, every day fearing for his life but growing stronger for it.

By the end of those six years he was stronger than most of the others, and the captain…  He saw potential, but he doubted it was as a true pirate.  So, about a weak after his twenty fourth birthday Maxwell was placed with a rather pleasent, a family which knew two things.  Haki, and the famous Hasshoken, though they didn’t seem to be the creators of it but rather…  Just learned it a few generations back and kept teaching it onto the next generation, however, that didn’t change things.  Once with this family he convinced the leader of the household to over the course of a year to train him.  Promising, though not intending at the time, to join the marines and hunt pirates.  So the man trained him, built up his will power, built up his body, and most of all trained him Hasshoken.

 So far the next ten years he trained, martial arts, Hasshoken, fishing, Haki…  You name it, all so he may become a valuable member of the marines.  During this time he had found another love, this was a woman who was the man’s own daughter, and for obvious reasons, the father would only let him wed her if he becomes a strong marine.  When he found out about this, he completely forgot about pirates and headed for the first place he could to get enlisted, and so for the next twenty year fought in their ranks.  His mind and body changing over time much slower than his comrades did, but things did change.

 Just five years in, he found he loved no woman or man, no living being or dead…  Who he loved, was the sea, he didn’t know why, he didn’t know how…  He just simply felt the same feelings for the woman in his life for the sea itself.  He felt angry when people talked about it poorly, and he felt good swimming in it’s waters.  Eventually it got so bad he couldn’t stay away from them, often times swimming beside the ship for hours as the other sailors just watched.  Quickly getting the nickname Sea lover because of this, but it was more true than one could imagine.

 About ten years into being a marine, he had begun being promoted left and right.  Battle after battle occurred, and he fought and become a main reason why they were winning them.  Thought there were others in the battle, it was the fact he did not use devil fruit that made him so useful.  He could effectively fight anyone, land, sea, or air and easily take advantage and rescue comrades.  To this extent, some pirates even decided the best way to beat him was to try and give him a devil fruit.  Their plan was good of course, but they underestimated just how much he loved the sea.  Even with the temptation the devil fruit brought he crushed it in his hand, killing the pirates for ‘tainting his soul’ and returning to his lover, the sea.

 The rest of his time was spent making his way to the new world…  Growing to become who he was now, and gaining in rank until he was a rear admiral.  Now his time is spent on ‘vacation’ training, helping, and pushing forwards the carriers of his fellow soldiers, and ultimately training people to replace him when he dies.
